I want to get a few good sized boulders for my rock garden. Can I go down to a creek/river and get my own? Or, do I have to go to one of those expensive rock places? Is it legal just to remove one from nature?

You will need to check with the property owner before you remove anything from their property, or you could be charged with trespassing, at the least.

It depends where you are, and how big a boulder? If you need any equipment or if you’re going onto private land, get the owner’s permission…
