you can make changes anytime; however, there is a best time to do it. early spring, when the weather is starting to warm up and we still get some rain would be the best time to plant. some people do it in the fall because of the rain, but you expose new plants to cold weather. if you can wait, do it in early spring.

If you are going to kill the plants, doesn't matter when.
Grass seed will grow best in cooler weather, so planting grass seed in the fall will work fine.

If your removing them permanently and not transplanting the plants to a different location it really does not matter when you remove them.
Otherwise remove everything can be removed in the spring; bulbs you can dig up now.
